The APA Group (APA) (PO Box R41 Royal Exchange, NSW 1225) currently owns and operates the Central West Pipeline (Marsden to Dubbo) (MDP). The MDP is minimum 5m (max 15m) wide easement that runs from Moomba to Sydney Gas Pipeline Receiving Station located 3 km south of Marsden and supply gas to the towns and cities of Forbes, Parkes, Peak Hill, Narromine and Dubbo. APA has a legal requirement to maintain the pipelines to ensure the 'integrity of the pipeline and for safety and environment protection'. The MDP is a declared State Significant Infrastructure (SSI) asset. APA is in preparation of Aboriginal Cultural Heritage Assessment (ACHA) to implement effective heritage management measures along the easement. There may be times, works may be necessary outside of the SSI declared easement, which may require an Aboriginal Heritage Impact Permit (AHIP). In preparation for these requirements during future maintenance works, APA is looking to identify interested Aboriginal parties who hold cultural knowledge of the area traversed by the pipeline from Marsden (Confluence of Mid-Western and Newell Highways) to Dubbo NSW. Aboriginal organisations or Aboriginal persons who hold knowledge relevant to determining the cultural significance of Aboriginal objects and/or Aboriginal places in the vicinity of the MDP pipeline easement are invited to register an interest in a process of community consultation. The purpose of community consultation with Aboriginal people is to assist in heritage management process and assessing the cultural heritage values for ACHA and any areas that may require an AHIP along the stretch of the pipeline from Marsden (Confluence of Mid-Western and Newell Highways) to Dubbo NSW.
